在Windows 7 / Vista中，以前的arp -a指令似乎沒辦法設定static的ARP了，因此得換個指令：

輸入下述找出網卡號碼（Idx）：

netsh interface ipv4 show interface

然後輸入下述設定ARP：

netsh -c "interface ipv4" add neighbors 11 192.168.1.1 00-17-16-01-5a-d2

紅色字的部分代表Idx
